See all EU institutions and bodiesOn Tuesday, 17 February 2026, the European Scientific Advisory Board on Climate Change will publish a new report, ‘Strengthening resilience to climate change – Recommendations for an effective EU adaptation policy framework’.
Climate change is already causing substantial harm across Europe, with global average temperatures around 1.4°C above pre-industrial levels. Europe is warming at roughly twice the global average and is experiencing increasingly severe climate impacts - including from heatwaves, droughts, floods, wildfires and coastal erosion. This is driving rising loss of life, escalating economic damages and growing harm to ecosystems across all regions of the EU, emphasising the urgent need for effective and coordinated climate adaptation.
In this context, the upcoming report of the Advisory Board examines how the EU can strengthen its overall approach to adaptation, and how EU-level action can support anticipatory, coherent, fair and systemic adaptation across the EU. Based on this assessment, the Advisory Board proposes recommendations to guide the development of an effective EU adaptation policy framework that can help ensure a climate resilient EU.
